NDA Shared Service Alliance
Collaborative Procurement focuses on aggregating demand and standardising procurement requirements across all the Site Licence Companies (SLCs) and other participating entities within the NDA estate, with the objective of delivering value to the NDA estate and providing attractive opportunities to the Supply Chain.
Background: In the 2008 / 2009 financial year the Nuclear Decommissioning Authority (NDA) and the Site License Companies (SLCs) established a Collaborative Procurement (CP) initiative focusing on aggregating demand in commodities and medium complexity services. In consequence a number of CP Framework Agreements were placed covering a range of Business Services and consumables, which have delivered savings and other benefits to the SLCs and the suppliers. NDA and the SLCs have built on this early success by increasing the scope of the CP programme
This process led to the development of a vision for collaborative working across the NDA Estate:
“The Nuclear Decommissioning Authority (NDA) and the Site License Companies (SLCs) are committed to leading an industry wide Programme which will foster inter-SLC and NDA collaboration where it makes business sense to do so. This will result in improved business and programme lifecycle performance, an optimised use of assets and resources, improved service delivery of common services, new opportunities for our employees and business partners, and innovation through knowledge sharing across the NDA Estate”.
Collaborative procurement, contract and demand management is central to this agenda and the SLCs’ and NDA Commercial Directors are committed to delivering value collaboratively and evolving the initiative to include strategic procurements.
Objectives of Collaborative Procurement
Value for money will be achieved via the following collaborative procurement objectives:
- Ensure improved security of supply through aggregated buying power.
- Exploit economies of scope through bundling where there are significant costs common to different goods or services in a supply chain.
- Strengthen the negotiating position in contracting with suppliers.
- Reduce prices through economies of scale, including enabling smaller SLC’s to benefit from the same advantageous deals.
- Share procurement costs for buyers and reduced bidding costs for suppliers through a single tendering process.
- Share the costs associated with gathering price and market information.
- Facilitate improved management of suppliers and contracts at a strategic level for Contracts agreed by the Steering Group. This will be achieved by co-ordinating relationship building at a senior level within the relevant companies.
- Deliver service and process improvements through the adoption of best practice.
- Reduce fragmentation, number of contracts and unnecessary complexity.
- Ensure all collaborative procurements adopt the highest standards in terms of safety and environmental protection.
- Better decision making through cross-Estate and external price benchmarking.
- More consistent application of best practice, innovation and enhanced opportunities for learning.

The Collaborative Procurement Plan
The Collaborative Procurement Plan gives details of recently awarded and forthcoming collaborative procurements across the participating entities. The plan is split into three sections:
- Pre Programme Scoping: New additions to the programme and still in the scoping stage
- Live CP Programme: Collaborative Procurements that are awaiting Acquisition Strategy approval, progressing through a tender process or awaiting approval for Contract Award
- Contract Management: Collaborative Procurements that have been recently awarded and timescales for renewal.
Note: The Collaborative Procurement Plan is updated on a monthly basis, therefore the information contained within the Collaborative Procurement Plan is intended as a guide for forthcoming procurements only as dates shown may be subject to change.
