Acquisition Management is concerned with the development and implementation of acquisition strategies and the provision of infrastructure and resources required to manage the Commercial and Contract Management Directorate and thereby allow other scopes of work to be carried out. This includes resource and performance management; systems processes and procedures; reporting and planning to meet business requirements.
The work of Acquisition Management routinely includes:
- Monitoring and reporting on environmental health and safety and quality performance to ensure compliance against Site Licensed Company, Sellafield Ltd and external requirements.
- Identification, agreement, development and delivery of commercial and procurement related training across the Site Licensed Company.
- Development and deployment of improvement targets to benchmark, monitor and improve the operation of the operating unit.
- Management of a programme of procurement professional peer reviews.
- Provision of commercial and procurement specialist support, advice and input into Lifetime Plan and Near Term Work Plan production and development.
- Development and delivery of integrated procurement planning.
- Coordination of management of the commercial and contract management budget.
- Development and deployment of electronic commerce tools.
- Management and maintenance of commercial policies, processes and guidance.

Construction Management is concerned with construction sourcing strategies, contract development and placement and post-award management through to contractual close-out on all Commercial and Contractual Management aspects of the Life Time Plan Construction Scope delivery.
The work of Construction Management routinely includes:
- Leading and providing direction to ensure success in achieving specified targets including safety, savings and efficiency improvements, supplier rationalisation and personnel development.
- Ensuring timely discharge of scope of contractual accountability including commercial imperatives dictated by the Nuclear Decommissioning Authority and legal requirements.
- Liaison with site client organisations to assure understanding of project goals and to assure project understanding of imperative contractual and legal obligations.
- Development of a state-of-the-art procurement and supply chain management process.
- Ensuring effective and consistent application of processes to support delivery of best value for money outcomes and full compliance with NDA requirements.

Procurement Management is concerned with the successful delivery of the Sellafield site’s lifecycle scope, schedule and cost through optimum provision of bought-in goods and services from the supply chain.
The work of Procurement Management routinely includes:
- Identification and collation of forecasts for goods and services across the Sellafield site.
- Provision of support to the business in carrying out make versus buy analysis on identified packages of work.
- Development of contracting strategies that will support and achieve business goals and objectives.
- Promotion of open and transparent competition throughout the supply chain.
- Stock purchasing and supply chain management of materials.
- Negotiation and placement of contracts to successful subcontractors and suppliers in line with procurement strategies, prime contract requirements, Sellafield Ltd and customer requirements.
- Contract administration, management of contract changes and management of the contract programme.
- Provision of advice to customers, internal clients and the supply chain on procurement matters.
The work of Subcontract Management routinely includes:
- Identification and removal of impediments to successful delivery of contracts
- Robust management of change
- Rigorous two-way enforcement of contractual rights and obligations
- Management of the Supply Chain Relationships In Action (SCRIA) programme.

Logistics is concerned with securing stock availability in the most cost effective manner, taking full account of safety and regulatory requirements and thereby enabling adherence to planned production and maintenance schedules. This is achieved through an understanding of all plant and operational requirements, the development of appropriate supply chain strategies through stock procurement management based on an understanding of demand requirements and supply chain capabilities and the development and deployment of appropriate inventory management strategies that bridge these areas and aim to optimise the stock held by Sellafield Ltd and maximise vendor managed inventory, taking full account of risk management strategies.
The work of Logistics routinely includes:
- Planning, management and maintenance of optimum stock levels to efficiently and effectively support the Sellafield site in delivery of its lifecycle scope, schedule and cost.
- Development of inventory management strategies and procedures.
- Determination and maintenance of optimum stocking levels to ensure achievement of delivery of scope to schedule and cost across the site whilst minimising working capital employed.
- Development of strategies for disposal of redundant, obsolete and surplus stock.
- Receipt, inspection and storage of goods to ensure that the relevant specification is met and site-wide delivery of scope and schedule are achieved.
- Management of on and off-site warehouses used by Management Services, Sellafield including receipting and inspection of incoming goods, bar-coding and materials management and management of project stock. · Issue and distribution of goods to operating units around the Sellafield site in support of their requirements.
- Identification and development of initiatives designed to improve warehouse management and usage.
- Securing reduction in inventory levels and minimised warehouse usage throughout the lifecycle of the Sellafield site.

The Commercial and Contract Management Directorate’s Field Office based at Risley, Cheshire is a centre of commercial excellence that supports both the Sellafield and Capenhurst sites in delivering their aspirations. Key skills based at Risley include extensive experience in Procurement, Construction Management and Acquisition Management.
The work of the Risley C&CM Field Office, in the areas identified above, routinely includes:
- Proactive leadership to deliver significant and sustained improvements in the discharge of accountabilities, by promoting, stimulating, encouraging and leading improvement processes.
- Timely discharge of allocated scope consistent with Sellafield Limited business objectives, including commercial imperatives dictated by the NDA, and legal requirements.
- Specialist commercial expertise in the procurement of IT, Equipment and Systems, Corporate and Construction contracts.
- Oversight of Capenhurst site commercial activities.
- Ensure all Risley based C&CM personnel act at all times in accordance with established Sellafield Limited ethical codes and practises.

Roger is Commercial Superintendent, responsible for developing the commercial aspects of the Lifetime Plan and Performance Based Incentives for Sellafield Ltd's Nuclear Decommissioning and Major Projects Group (ND&MPG).
Roger has played a key role in significantly improving the delivery of programme activities and developing relationships between ND&MPG and the Supply Chain, including, but not limited to ensuring that the commercial strategy for the delivery of work programmes is fit for purpose, and also leading the commercial element of the Project Delivery Improvement Plan.
Roger initially joined Sellafield as a Research and Development Chemist and, through working in a variety of roles, developed a detailed and extensive knowledge of both the company's operations and its commercial arrangements. Following ten years in the commercial function, during which time he was the formal contractual interface with the NDA and successfully implemented the requirements of the M&O contract, he took up his current position in 2005.
Roger also leads the Commercial Management Team covering all areas of Sellafield's business

Elaine is the Commercial Manager for Production and Commercial Recycling Operations, aligning Operational and Commercial strategies to support delivery of Operational strategies for the Sellafield site.
Elaine joined Sellafield in 1980 from the private sector and has a broad commercial background having worked across the Business Management, Procurement, Sales and Operational Support as well as a period of secondment to the NDA. After this secondment Elaine returned to Sellafield as a Contracting Officer, following which she developed the Procurement Planning process procedures and systems for Sellafield Ltd. before being assigned to the Commercial Management Function.
Elaine has occupied the role of Commercial Manager for Production Operations since Nov 2006 and assumed responsibility for the Commercial Re-cycling Operations Portfolio in July 2008 to enable commercial strategies to be developed that helped match synergies across the groups

John is the Commercial Manager for Infrastructure, aligning Infrastructure and Commercial strategies to deliver services to Sellafield site.
He joined Sellafield in 1989 after completing a PhD at the National Engineering Laboratory in East Kilbride, and initially worked on the commissioning of the Thorp Special Instrument systems. When BNFL Instruments Ltd was formed in 1995, John was on the team that developed the original strategic plan, and subsequently project managed the development of new instrument systems. After rejoining BNFL he developed the Partnering process and protocols before becoming the first Supply Chain Ombudsman, producing the Code of Ethics for Procurement and launching the Supplier Forum in April 2004.
As Head of Socio-economic Development, John built socio-economic criteria into the tender process and produced the annual plan for community and educational investment.
He has held the Commercial Manager role since January 2008.

Phil is the Commercial Manager for Commercial Planning and Analysis, with accountability, in the main, for the 'Production, Publication and Maintenance of the Sellafield Procurement Plan'; joining the team in September 2008.
Phil joined British Nuclear Fuels plc in 1984 from the then named British Steel Corporation. He has worked in several areas of the Sellafield Site including: Engineering, Operations and Commercial.
Phil previously carried out a Contract Officer role in the Major Sub Contract Management section responsible for the commercial activities of several contracts with site wide coverage.

Anne joined Sellafield in 1974 and has over 30 years experience in Procurement and Commercial her experience includes CE&I procurement, delivery of the P2P process and sub contract management.
